Your symptoms are all related to P2101: (but it won't be the anti-pollution lamp that is lit - it should be the engine management light as there is a difference).
You can find a lot of the equipment codes here on our Wiki - they are in ascending order in sections:

So the engine ECU has limited engine speed and disabled the functions listed above until the fault is rectified.

The Main Engine ECU Diagram
1320 is your Engine ECU
1261 is the Accelerator Pedal
1262 is the Motorised Throttle
Here is the interconnection for the accelerator harness where it connects to the passenger compartment

PSA Electrical Wiring Codes
Fault Code: P2101 - Motorised throttle motor control fault: Not characterised Description of Fault: Detection of excess current; Fault confirmation time: 2 s. The fault will occur when the ignition is switched on and during the engine ECU sleep phase. Conditions for Fault to clear: Switching on the ignition or during driving, if the fault is no longer detected. Downgrade Modes whilst Fault is active: (The Engine Management Lamp will be lit)
