Having disabled parking on the 4th floor does not make sense so could be cost might come in to it by having shorter cables. If there was a fire you would want disabled people on the ground floor so they can exit without using lifts/stairs.

This isn't bad parking but it does really annoy me. An empty car park.... and some idiot still parks next to you!!!!! and it had to be on the side that I wanted to load the shopping into....

One would think that disabled drivers would have a better awareness, but seemingly not.
I sometimes pass a row of around fifty disabled spaces in a local retail park and invariably eight out of ten will be badly parked and restricting the spaces for others.
