Maybe somebody has done a risk assessment and thought if the cars catch fire the supermarkets might burn down if they are charged too close.

That would explain Lister's decision to put the chargers on the ground floor, that way if one does go up in smoke it can burn the whole car park down instead of just the top floor!! :-D

Having disabled parking on the 4th floor does not make sense so could be cost might come in to it by having shorter cables. If there was a fire you would want disabled people on the ground floor so they can exit without using lifts/stairs.
