How would I do that?
YouTube has lots of videos on how to do this its the same principal for all cars have a Goole how to find vacuum leaks with wd40 your find lots
Different situation but this is how to check for leaks , its a different situation bear in mind , but this leak finding is sort of the same.

Also have you tried toe starting the car ?
If that works then rule out the starter motor if it don't start then I'd go the leak vacuum route
I didn't know it had any vacuum stuff on the engine?
Another thought to consider

EGR has been in fault for years never made a difference to the driving or starting

It does occasionally but easily reset going to go out in a moment and see how it is this morning, not that cold though

Pity you couldn't borrow a spare starter from somewhere/someone.
And if it is low fuel rail presser that may well cause issues to a new starter after a while , any black gunk around the injector seal area ?

I viewd a Picasso a few weeks back it had poor starting and smoked and the engine rattled and the person selling it said pump the throttle ... Several times ... Which a diesel don't need it , petrol yes.
I noticed black crude dark oil around number 1 and 3 injectors, plus the air box was missing and well it was a heap.

Poor starting is lots of things
Glow plugs
Any fuel connected items with joints and wear and suck in to much air
Water in the fuel, my last xantia used to leak around the fuel cap and hard rain it would get in and a few days running it would run lumpy or take time to start,
My zx had starting issues I purchased a new starter motor off eBay ... It didn't work i put the original one back on and 5 months its starting brilliant ,
Possible battery terminals could be lose or need cleaning too , under one of the seats one the Picasso as you no.

Spray wd40 around and air duct around the turbo where the pipes connect if engine revs high when spraying then that means a leak.

Also ... Oil blockage in the intercooler can make for poor starting too.

Could you film the car being started up ?
Make a little video then folks can see

Just replace the starter motor with the one I linked to. If it doesn't solve the problem I'll pay for it myself!

On another note I got my self a spare fuel filter housing from the scrappy and stripped the lid off my old one lubed it and tightened it to be certain its not leaking.

It's a starter motor. All PSA diesels with starting problems is due to a worn starter motor!!!
