The blue light is for main beam (the brightest setting of the headlights), while the gauge looks like it might be related to the oil.

as others have said the only blue light should be for main beam,
the oil level gauge should indicate the oil level as the ignition is switched on a few seconds after the engine is running it should go out

The blue light isn't for main beam, that appears separately on the right and looks like a standard one. As I mentioned, that blue light comes on just with sidelights
Not familiar with the Synergie, but the proper (and only) main beam icon/signalization should be:
This looks more like the sidelight icon, but the color is off, it should be green ... either someone changed the bulb color for it, or it means something totally different ...
EDIT: I've found an image of a Synergie dash, it should look more or less like this:
Meaning, if the positions are correct, your blue sidelamp icon is actually the front fog lamp?
as vborovic says maybe someone has replaced the bulb or lens with a blue one,
the only blue light i have ever seen on a car dash is only for main beam,

On my 1998 diesel SX, with foglights, the layout is:
No extra light for sidelights, the dashboard illumination comes on
To the right of the speedometer there is a pair of lights, green and blue, indicating dipped or main beam headlights and mutually exclusive.
To the left of the Rev counter there is a pair of lights, green and Amber, for the front and rear fog lights, both can be on together.
looking at an old French manual, if the vehicle does not have front fog lights one of the left hand pair is used to show sidelights on.
The oil level gauge which only registers accurately before you start the engine, is in the bottom of the Rev counter, with a symbol like an upturned J, with drips....
The centre display, shown in the picture from viborovic, has an exterior temperature indicator or a trip computer on later/better equipped versions.

Symbol definitely looks like the "light bulb" one often used for sidelights, though it would usually be green. Wonder if someone has put a blue bulb in for some reason.
