If you remove the trim around the radio/heater area (2 torx screws above ashtray remove ashtray first  ) and then remove the radio (make sure you have code  ) you can then undo the 4 screws which hold the heater control box in place.Push the heater box back to free it from its locating lugs then lift up and pull towards you.The black cover on the top nearest the front will lever up and off.You can now access the innards :)
My guess is that the cable has become kinked and tangled in the mechanism. With lots of percy wotsits you can straighten the cable and full use will be restored.
In good BOL tradition refitting is the reverse of the above

Had a similar problem with mine which turned out to be the vent flap catching on part of the foam liner behind the dash which had distorted with age. I fixed it when I did the matrix

If it is a kinked cable, you could also put a straw or something strawlike over a bit of it to keep it straight.

The reason I mentioned the 'm' word is that to get to the vent flap you have to take the dash out, so I did both at the same time.

Thanks for everyone's suggestions it was a bent cable which I straightened. just adding some pictures to help anyone else in the future. These are the sort of pictures the BOL should have.
