This vehicle (same as the Citroen C-Crosser & Peugeot 4007) uses a pouch system. You dont top it up, you just replace the pouch.

Now do we have an Adblue Tank problem or an EOLYS one?

Details are:

Citroen Picasso C4 hdi blue 2016 - I can look the VIN number up if necessary?
The UREA light comes on, there is no mileage warning, Engine Fault message comes on. Emissions warning light message comes on. There is plenty of Adblue in the tank.

I am thinking EOLYS as the car has 92k miles on the clock and from what I understand may be overdue for a refill.

Or does it just need a good run at over 40mph?

All the indications are that it's nothing to do with Eolys (which doesn't mean that you're not close to having to refill the Eolys though) and that having the car read for DTCs (error codes) with a high end diagnostic machine, preferably Diagbox) is needed.

The mileage countdown doesn't start immediately. My experience is that it can take some 50 miles of motoring for it to commence. I don't think that a "good run" would fix things.

DTCs needed!

With the eml being lit you need to use a code reader to find out what is wrong, it could be the NOx sensor that has failed. Extremely unlikely to be an eolys fault since your warnings do not refer to it.

P20E8, which I presume is the adblue tank unfortunately. No other codes

All sorted hopefully! Wynns to the rescue. After putting it in after a few miles the Urea light went out, which just left me the associated error codes to remove, which was relatively easy using the OBD 2 tool which I already had (OBD II V302 about £24.00 from Amazon).
