Looks like the swirl control actuator to me, The plastic bit on the rods were known to break & i heard the parts werent available anymore. its possibly been plugged to stop the rod moving about?

Their purpose is to ensure that the air entering the cylinder is sufficiently turbulent for good fuel-air mixing even at low engine speeds. This aids in reducing emissions and may also improve low-end torque.

Think of the swirl system as a cup of tea. If you just add the milk and sugar and then drink it the mixture will be inconsistent. Stirring the contents of the cup then blends the tea, milk and sugar together to (hopefully) make a nice cuppa.

Yep, definitely the swirl valve actuator. And yes its no longer available.

It opens & closes the little butterfly's (6) which make the air go in to the cylinders differently by creating swirl & makes the air/fuel mix better. I would guess that someone has jammed it fully open or fully closed somehow.
