The issue has been located and mitigated, but there may be some ongoing disruption for a few days while a permanent fix is found.
In brief, the problem is that our site has been receiving too much traffic and we have exceeded the average load allowed by our contract with the hositing company, and as a result they reduced our CPU capacity by 75%, which was enough to stop the forum software from working in any kind of sensible manner.
I am not sure whether we can tune the site to reduce the load, or negotiate a more suitable package with the existing hosing company, or move to a different hosting company.

I am running some tests for a few hours which have disabled some forum features. It should not affect most normal operations, and you can continue to use the forum as you find it.

At the risk of jinxing it, the issue seems to be fixed. It turned out that I had left a debug flag turned on during the software upgrade in January, and this was causing the software to perform extra processing, which slowed down page loading and (eventually) upset our hosting company.
This should mean that we won't need to move to a more expensive hosting package for a while yet.
