Berlingo 1.9d won't start

Hi I'm wondering if anyone can help.
2003 dw8 engine 130k. Was driving it and come to a stop and it cut out. I had to bump it down a hill and it will only run if throttle all the way to the floor and would try to die if anything other than full throttle. I limped it home and now will not start. I think I have eliminated the egr and fuel filter looks ok. Any other ideas?

Check the vaccum operated throttle butterfly on the air inlet on the inlet manifold, the little arm can detach & flap moves about loose & blocks the air intake.
