How do you make up a rated load to test a generator? This Honda EX650 needs a rated load of 350 watts to set the frequency and governor. Is it as simple as picking out a power tool of that wattage, or is that not accurate?

You need a constant load, a power tool is usually a variable load.
Old-fashioned light bulbs are probably the best for your purpose.

Yes, a tungsten load would be the best. Avoid anything inductive (motor, transformer, fluorescent light...) because it will have a power factor that will make the load complex.

Proper standby generator dummy loads basically use giant versions of them with forced air cooling...
Chris, very good point about inductive loads with their complex impedances and power factor considerations...

Dummy loads is what I was thinking of. That's what they use in invisible weight lifting competitions !

In the early days of the PC the various power connectors had (if they were not connected to anything) to have a dummy load, otherwise the switched mode PSU would not switch, and could (on very rare occasions) fail.
