Agree.....just tested mine, I have to apply the foot brake (not hard) to stop, then it works.
When not braking, it stops very well on the transmission but you can tell when you pull away as you need a little more to "breakaway".
I would not like to hold it with a load in that way, just does not feel right

I think its intended to be just what's named on the tin,
as an aid for manoeuvring on a slope not just starting one time.
