My X7 is an Exclusive with full leather with diver massage facility and Sat Nav, so inclined to believe it has hill start assit.
I think the only thing missing is Xenon headlights and headlight washers of course, it has halogen.
I keep coming back to the reason its not working it does not detect the 3 degrees or more of tilt,to activate the hill start assist
if I could find what determines the angle like a sensor I could do some checks on it.

If you feather the brakes just prior to stopping, hill start assist isn't activated.

I'll take a look again when i get in car tonight going home, i've definitely seen it in the menus when fiddling about with the wheel cos i haven't got a Lexia or diagbox to access it any other way, it could be in comfort settings but i'll confirm later. (could be just a manual gearbox thing)

I think you may be confusing the automatic electric handbrake when switching off feature, that can be disabled from the menu.
I you can find hill assist in the menu I probabley don't have it fitted, perhaps the ealy models did not have it fitted?
But the configuration does show the "Retention of braking (by the ESP) for 2 seconds when starting on a gradient" set to Yes.

But to get it to activate you need to stop what for me is rather abruptly as in the front of the car dipping then springing back up when it becomes stationary, so for me to get HSA to activate I have to stop far more sharply than I normally would. Unlike the Mercedes SBC system where having stopped you then apply firm pressure to get the brakes to hold the car, to activate HSA the Citroen system requires you apply firm braking whilst the car is still moving until after it has stopped.

To quote from the Owners Handbook:

So if the particular conditions include braking abruptly...

I would have thought it a bit difficult to know when you would
need HSA to activate in any particular condition and brake accordingly.
I guess I will test tommow, I will update with the results.

Maybe I didn't understand correctly from the previous posts, but I've tried today (up&down hill) the hill assist on my car ... no matter if I slowed it down lightly or strongly, once the car was standing still (on the slope), as soon as I removed the break it was dug in the asphalt (gearbox in D or R respectively) ... until I pressed the gas pedal ...

Same as my manual vborovic. No matter how softly I brake, once stopped, the car will not run back for at least a couple of seconds. I tried it several times. I'm sure people thought I was mad. I only tried on an up slope though not a down slope.

Works just the same on my tourer as well....even with a load of rads in it it works fantastically, no matter how heavy or steep (Bath hills are FUN !), it stays solid until I use the gas sufficiently to move it.

Mine will hold indefinitely (didn't try it for that long, of course, but after 30 seconds of waiting on the slope without budging, I gave up ... :D ) ...

Update about HSA testing.
Well I tried it forwards and backwards in drive and reverse,
going up and going down,
using light, normal, heavy, and emergency braking.
I don't detect any HSA operating, so I think it's not fitted.
It would be interesting to know what HSA consistts of so that I can check what's missing/different.

I've just tested on mine again, figured out you don't even need to use the brakes ... I've gone uphill, and let the car slow itself down (not using the gas pedal) ... when it reached 0, it was firmly stopped without me having to do anything (manual handbrake on the car, not electric)

Not sure if you have automatic, but if you do are you sure its the HSA,
and not the normal auto gearbox creep that you are experiencing?
I say this because one of the Citroen spec is you need to have the footbrake firmly appplied.
