Probably condensate from the air conditioning. Pretty sure my Activa and old V6 used to drip in the same place when the AC was on. The Berlingo certainly does.

Yes, that's the condensate drain area...

Also, if not that either your header tank or the bubble-breaker underneath it has a small split in it and it's driopping a little coolant.

Easy way to tell. If it dries away very quickly it';s condensate or if it's coolant it'll take ages to dry and will feel sticky to the touch. It'll also taste very bitter or very sweet.

Condensate will be neither sticky nor tasty!

Legionella requires warm water to thrive, it is typically found in building A/C systems where water is sprayed onto the condenser to improve heat transfer, the heat in the water is dissipated through evaporative loss. Not the scenario found in vehicle A/C systems.
