If the fuel tank gets air inside is there any problem? if there is no air how much vacumm should be? thank you

firstly what car/model is this,
the answer to your question is usualy no, as you can usually run an engine with the cap of,
if you do find/hear pressure escaping as you open the cap the breather/vent is probably blocked

I'd agree. Later petrol engines do not vent to the air (not sure about diesels actually as they don't really evaporate fuel in the same way, then again...) they have a carbon cannister arrangement.
But there should not be a mad vacuum when you release the filler cap in any case, as Malcolm has said if that happens you probably have a blocked or kinked breather pipe, easily done on some models if you've been around the tank area / had the tank out etc.
We need to know what car / year / model it is really.

Its probably a blocked breather pipe around the tank / filler neck area then. It will be a smallish pipe.
