Mines the same.Just been looking at it now.In the passenger footwell, take the carpet off from under the dash, you will then see the heater unit.Have a look for a thick red wire that comes out of the housing & into the other side.I have found the connections to be loose on mine.If i give the wire a wriggle the blower works.Looks like i will have to put a new connector & wire on it.Have a look on yours, that maybe the problem.

This can also be caused by a failing contact in the ignition switch. If you email me at [email protected] I will send circuit diagram and other useful info about how to fix this with a shunt relay.
Also, there are 3 earth points concealed under the battery (the worst possible place in terms of corrosion), and removing the battery allows access to a further 7 earth points immediately behind the battery.
Loosening each of these, inserting some gearbox oil onto the bolt thread and the electrical termination, and tighten up. Cleaning these earthing points would be my first move in trying to sort out any electrical malfunction on the Xantia.

Classic symptoms of worn down brushes! Give the fan unit a wack and it starts. If this is whats happening, you ned to extract the motor from the fan unit and get the brushes changed. Citroen dont sell the brushes separately (who's surprised - I doubt most of them even know what brushes are!). But a general car electrical shop should be able to fix you up with something that fits, alternatively replace them for you.
