E208 IVI system no connected services, no WiFi

Long story... We've got a 24-reg e208 with the IVI system. This does mean, unfortunately, that it can only be upgraded over the air or somehow at a dealer, the Update software can't do anything for it.
Purchased the connected services, did the usual multiple 20+ minute trips, and the car never actually activates the services.
Did a full factory reset, unplugged the battery for 15+ minutes, no change. Also noticed that we cannot enable the WiFi in the car's menus (so that we give it a reliable Internet connection, maybe it's pending an update but can't get it...).
It's been to the local dealer twice now, they can find no issues but have been very honest that they don't have the ability to fully diagnose these units nor do they have the authority to get it replaced, that's all with Stellantis and the head unit manufacturer and they're pursuing that but it's already been another month since then...
Meanwhile, we're paying for a feature that's unusable, and the car is therefore not as advertised.
Does anyone have any other history with this kind of thing? Or if you have a 24+ e208, maybe tell me what software version etc you have (seeing AMW.1.25.99.15 here).
