I would think it is inserted in the arm before the arm is installed? :)
I used to be indecisive, now I'm not so sure!
I used to ride on two wheels, but now I need all four!

If it just pushes in to place often a bit of washing up liquid provides a bit of lubricant on rubber parts so they go in easier.
