Does anyone know what witchcraft this is?

I had to turn up the speaker volume to max to hear anything but I do not know what it could be other than something that might be loose and is vibrating.

Is there any foam between the windshield and the tablier? Before I didn't see the VIN and now I can see and the guy told me that was foam in front of the vin.
