12 Volt supply (BPGA) question

hello dear ds enthousiasts

kan anyone tell me if all the rails on an BPGA are supposed to read 12V
no matter if ignition is on or not, in my car that is the case
I have foto attached it is located on top of the battery This is not my bpga
but a picture from the web
to my knowledge this thing has to supply power to the various systems at certain points

Ihope someone can shed some light, I amgoing crazy

thanks for your input. I'm convinced now that it is faulty so a replacement is needed but the thing is expensive so maybe a used part, I'm not sure
