On the two XM TD12's I have owned (same engine) the turbo came in just under 2000 rpm. Sounds like yours has been "tweeked".

On mine XM 2.5TD turbo starts around 1800rpm. Can't say I would mind earlier start :)

My 1.9td has been boosted.Turbo comes in at around 1300 rpm, pulling strongly from 1700rpm all the way to 4700rpm.Done about 32k miles since it was boosted with no probs what so ever. Both these engines will take another 20-30 bhp easy, provided it is done properly.

I found with my Xantia that when the catalyst was all blocked and I had a dirty air filter, the turbo didn't work well at low rpms. With a clean air filter and new decatted exhaust I get better low down turbo.
