Hi Paul -
A brief consultation with electric schematics - for Ciroen models with this feature - reveals that you may simply have a disconnected sensor wire.
Since late 80'es, Citroen began to use a small electronic circuits to "reverse" the function of fluid level sensors.
This was to overcome the problem with a disastrous MISSING low coolant level warning, if the sensor cable corroded or broke by wear & tear, and you THEN got a low level.
The warning would now come on both on low fluid levels, and when a fault is detected.
In your case, you should simply look for a small 2 pin ("2pole") sensor fitted to the side of the washer container. Here you find a matching 2 pole connector with a cable running to the electronic circuit.
Exactly that 2pole connector - or attached cabling - is your problem.
Note that the circuit is powered ONLY when the washer is activated, as not to give you a secondary warning constantly on the panel during drive.
