revs more revs

Hi all got a 2.1td xantia, and the engine is hunting not all the time when it gets warm pops up to 1200rpm then back down some times fast other times slow?lasts from 30 secs to 2 min, And its just failed its MOT on emissions could it be running rich? or is there a sencer thats faulty, if someones had the same prob please let me know, DONT SAY ECU DONT SAY ECU DONT SAY ECU DONT SAY ECU DONT SAY ECU!!!
