It's just a click-bait headline picking on the current extreme end in order to scare people and get them to read the story.
As it says within the story though and per the image posted by bobins, the tax ranges from £20-£600.
If you have a car that costs £20 road tax today, you aren't suddenly going to be charged £600 tomorrow.

Our 2016 Cactus did not cost anything in road tax being less than 100 g/km but this has now gone to £20 from this tax year. Not a lot but still a change to get more tax out of people.

It probably costs twenty quid to administer it.
