My car is disabled(RPM Limit)

I have been struggling with this problem for several months, almost a year. #-o (peugeot 206 1.4 HDI 2006)

I have a constant error code p1352, and the car is locked up and won't go above 3000 rpm,
It has many new parts but the error still exists
no smoke, starts easily,

Can you guys help?

What do you mean by 'locked up'? How long have you had the car? Any warning lights on the dashboard? Any other error codes?

The check engine light is off. No other error codes.

I have had the car for 2 years.

Well first thing I would do is disconnect the battery, that might work, next thing would be the knock sensor if it has one. If that doesn't work I'd be looking at turbo or exhaust issue that's not sending the info back to the ECU.

Could it be a clogged particulate filter? - if it is drive as 50mph for about 20 mins or so, turn off and restart, see if its the same again.

Being a 2006 hdi it might not have a dpf in the exhaust.

I think it's time to check the injection and clean the intake manifold?!
: Cylinder 1 injection ratio 0.02 (it doesn't go up even when you give it gas) Cylinder 2 0.34 (I think this is good) Cylinder 3 0.16 Cylinder 4 -0.64 (also bad)
These are idle values

It doesn't have a particulate filter,

P1352 is code related to glow plugs or relay module controlling the plugs. Are these two circuits working proplely? Isn't some cable shorted (check continuity)? Fuse blown? Also try cleaning grounding points and all connectors and then do BSI reset.

The limp mode (not going over 3000 rpms) is not the problem itself. It's the car trying to minimalize the damages caused by the problem.

Thanks, I've checked all of these and they're fine.

However, I don't know how to reset the BSI,
