What is this cable
Hello bought a used e-c4 a few months ago which already had an aftermarket dashcam installed but didn't seem to work anymore. I now want to add my dashcam to the car but when I went to take out the old cable this is the cable that was powering the dashcam. It looks like a DIY job from a previous owner. Does anyone know what it also may have powered in the fuse box I'm sure the 5amp fuse was doing something before I unplugged it.

That looks like a very poorly put together jury rigged supply intended to go into either the cabin fusebox or into one or more piggy back fuse adapters. Piggy back fuse adapters allow you to remove a fuse from the fusebox and replace it with one of these:
You then replace the original fuse in the piggy back holder to continue to protect the equipment the fuse was designed for, but it allows you to connect a second suitable fuse for the dash cam or other equipment you want to use.
This looks like a bit of a bodge to be honest and was probably left over from the last owner.
