Clio M Reg - Rear Brakes!!! HELP...!!!

Hi All,
Have searched forum but can't find an answer, hence my post.
My wife has a clio m reg (1.2 or 1.4, can't remember), but it has failed the MOT for the rear brakes! The front brakes are good, the rear handbrake is good. On the rolling road, when pressure applied to pedal, not a lot on the rear wheels. I have replaced the rear rubber brake pipes and totally bled the system. Shoes and cylinders have been cleaned. Still got the same problem. Any one got any suggestions?

How are the drums looking? If past their max dia size you'll have bad braking as the shoes won't be able to contact the drum surface enough.

Is there a chance that the adjusters are not doing their job?
If the handbrake works OK this <i>could</i> be due to the cable being a bit tight.
On my 405 the HB was crap. Drums OK, but adjusters needed sorting. Result? High pedal on brake lever and HB on at first click, so needed slackening a bit.
