How important are they?
I just had a cambelt change on a 2005 1.6HDi 110bhp engine. The engineer must have removed it and either forgot to reattach it or didn't see the need to do so.

Heat sheilds protect other componants from get damaged by keeping the item that produces heat covered . Lazy people leave this part off its best to have it put back on .
