Citroen C5 2002 - windscreen wipers fuse keeps blowing

Hi

I'm owner of Citroen C5 I Hatchback 1.8i (2002), and I've got problem with my front window wipers, last week while driving in rain they suddenly stopped working. I checked the fuse (F17) and it was blown, after changing it to the new one everytime I'm trying to turn them on it keeps blowing the fuse.

Here's what i've managed to check myself:

1. I disconnected wipers motor to see if maybe it's faulty, but no luck here, new fuse blown
2. While trying to turn wipers on (with blown fuse) I can hear relay "clicking" so i assume they are good [maybe i should check all of them (if there are more than one) by taking board out and powering all of them up one by one with some power supply?]
3. Don't ask me why because I have no idea, I unplugged two wires (both yellow/green color I believe they are ground) from green connector in fuse box (going to pin 5 and 13), then tried to turn on wipers with new fuse and it was good, so i decided to connect wipers motor to check if it's going to spin, and it was spinning (changing speeds worked as well), but i was not able to stop them, when I'm trying it looks like they are stuck on "automatic mode". I can go back to speed level 1 and 2, but the only way to turn them off is unplugging car battery.

Can you guys please help me out with this? Is it possible that some wires are shorted? If yes, maybe some hint which one should I check? Other question is, if it's possible that it's because of the switch on steering column (on some forum I saw that it can be a problem)?

Just to confirm a couple of things, do you mean wipers or washers? you mention both?
Assuming its wipers is the fuse ok until you try to operate the wipers? as soon as you try to switch the wipers on the fuse blows?

If you unplug the 16 way green connector from the fuse box does the fuse still blow when you try to operate the wipers?
If it doesent blow then there must be a short on either pin 1 or 2 of the wiper motor.
The most likely place for a short i would say would be in the area of the moving parts of the wiper mechanism, unplug the wiper motor harness & follow it back as far as you can & remove it from the plastic conduit to inspect.
Unplug the 16 way green connector on the fusbox & disconnect the wiper motor plug & check for a short to ground on pins 1 & 2 of the wiper motor connector.

Oh sorry, i meant just wipers :D

And answering to question:
- just like you said - fuse is ok until I try to turn wipers on, when I do that it immediately blows
- after unplugging green connector fuse stays ok, no matter what I do

I checked harness just like you said, unplugged green and motor connectors and checked pin/wire 1 and 2. Number 1 is shorted to ground, but 2 is not. But I've got a question, shouldn't pin 1 actually be ground?
Or maybe I'm counting from the wrong side?

Small update

I realized that I was counting pins on this wiper motor connector from the wrong side, so the one I marked as 1 is actually 5.
So to the point I looked for short again and still 1 and 2 (correct ones) are not shorted to the ground.
I also have checked pins on BSM thinking that maybe board is faulty. I've checked pin 1 and 9 (as far as i know they are related to pin 1&2 from wiper motor connector). Pin 1 was ok, but 9 is shorted to ground, and I'm not sure if it's suppose to be like that. To make sure that I checked correct pins I plugged green connector in to the BSM and checked pins on motor connector, and then pin 4 was shorted to ground.
