Can anyone explain to me how voice commands work on the C3 Origin PureTech (01/2024)?
Works via Bluetooth, via USB cable or just via the Internet?
When I connect via the cable and press the button, the phrase asking what I want appears on the display, but when I speak, the voice responds with the message "oops, an error has occurred".

None of those!
There are 2 options depending on vehicle options and / or connected equipment.
Voice commands are built into the Head Unit and will work for navigation and telephone and playing music. It's activated by pressing the voice control button on the steering wheel once quickly.
If you are connecting an iPhone and have CarPlay, then hold the voice command button in for a bit longer and Siri will kick in. Or if you iPhone is already connected to the system, just saying 'Siri' or 'Hey Siri' will also launch it. Bear in mind that Siri may need an internet connection depending on what you are wanting to do.
I can't advise on Android Auto as I don't use it, but I'd imagine it is similar to the iPhone using CarPlay.

My display is a 7", without navigation maps installed.
I use Google Maps, with my Phone connected via USB cable.

Ok, so you will likely have the RCC Head Unit, which should still be CarPlay / Android Auto enabled.

In my vehicle, voice commands only work if the cell phone is connected via a USB cable and the mobile data service is active.

That’s correct you will need to have the phone connected via a cable to use the service.
