Which Berlingo K9 spare wheel packer

I've bought the kit to fit the spare wheel hanger for my Berlingo K9 and it has come with four sizes of packers.

Large 9815109180
Medium 9816486280
Small 9814695480
Smallest 981648608 A

I've not managed to find a list of which size is required for what size of spare wheel anywhere online. Would anyone be able to help me, please?

It also came with a nifty flat tool kit holder which has tidied my bits up. The only part I don't have for it is labelled with a flag shaped like an angular P. Any ideas?
