I was driving home today in my 2001 Partner Combi 1.9d (without air con) and due to temporary traffic lights on the two busiest roads in the city, both of which are on my route without taking a 20 mile detour. When I got to the second set I was stuck in queues for around 20 minutes; during this time the coolant temp rose to where I would expect the cooling fans to come on, so did a window work-out and manually wound the windows down (yes, I also have an mp3 player that is separate from my phone) and switched the heating on. This is enough to cool the car as I had replaced the radiator and coolant pump when rebuilding the head, at the time I didn't need to disconnect any wiring from the radiator and didn't think about a missing switch. There's no fan switch in the radiator although there's a blanked off place for it to go.

I'll test the fan, get a new switch and attach it but, I can't find the fan wiring without removing the bumper which, I'd rather not do if I can avoid it since the two quarter panel braces are rotten through completely and it could turn into a much bigger job, one I'd rather leave for another long weekend.
Before I start on possibly an unecessary job, can someone confirm how the radiator fan works for this model? I expect it to work via a switch in the radiator but the only wires I can find going to the fan are two earths and a black wire.

The black one goes to the engine fuse box location 16, a 40amp maxi which is excluded from most diagram references.

I notice there's a wrapped black wire which goes nowhere, in the second image and it could be this one which should be wired to the missing switch. What are your thoughts?
The battery tray and BSI are not attached to the car, I've a universal tray I'm going to use to secure that but it's only a minor for MOT at the moment; this would suggest to me it's been swapped out in the past and with head gasket problems and the coolant level sensor being disconnected when I picked it up, likely a bodge to get it through an MOT for me to buy it in desparation when supply was non-existant.
