XM steering

I can occaisionally feel a slight click or rattle when I move my steering wheel around its mid-point.Could the clicking be due to the odd bubble in the fluid or are my front wheels going to fall off?
I also have a pulsating whirring noise coming from behind the instrument panel when the ignition is off.[?]

You'll need to move the wheel while checking the track rods where they are attached to the hub. Any lost motion here is bad news and warrants further investigation.

Could be track rod ends (easy fix) or inner track rod couplings (not too difficult) or pinion gear wear (rather more difficult) it's not leaking oil from the ends of the rack, is it?
Do you have the strange noise all the time (i.e. even when there's no one in the car?

The noise sometimes ends with a click after a few seconds and sometimes doesn't happen at all. I don't know what happens when
there's nobody in the car.
