So the new (to us) C3 is a late 2017 reg, it's low miles but it is lacking any paperwork ref services

I have installed the app and the car is shown, VIN, mileage etc all shows, then it also advises that there is an "digital service record available" and the dealer needs to activate this for us. So a quick trip to the dealer who said, no the cars too old to have a digital record, but we can sell you a new car

The service rep said we can book a service and timing belt check though.
I guess I'm asking does anyone here know if my dealer is waffling or not? and if so how would I go about sorting the app?
