407 2.2HDI 4HT low power, no error codes, weird throttle pedal

Hello! For a while now my 407 started acting up. It has a DPF delete and a remap, new turbos, actuators, waste filters, no vacuum leaks, also the whole HP injection system works as it should.
The throttle pedal registers at only 87% when fully depressed(though the potentiometers still indicate that it is being further pressed)it was changed with a known good one but to no remedy, it still has the last quarter of the travel dead, I can play with it and have no acceleration increase.
Also, by putting it on the dyno, it has only 150hp at the wheels, the max being at 3000rpm, which is strange. It does not throw smoke, but the engine always feels more choked than it used to be.
Does anyone what could cause this, it’s inconvenient knowing that I take care of it but get to enjoy only 80% of the horsepower.
