Excess Fuel rail pressure

HI All,
This is my first post so for give any errors.
I have a 2016 C4 Picasso 1.6 HDI blue.
Fault code P0088 Fuel rail pressure too hig, Engine cuts out immediatly fuel rail fills and pressurizes.
I've replaced fuel rail pressure sensor, Fuel pump volume regulator, Fuel filter, Under bonnet fuse panel.
If I crack one union off an injector very slightly and wrap rag around it it will run roughly, so I
guess it's proving the rail is too high by bleeding some fuel off.
I suspect its the controlling output from the ecu is permanantly high rather than the correct control
voltage. Any body had similar or have any thoughts?

I'm having same trouble with c4 1.6 hdi
high fuel pressure and engine starts but cuts out immediately.
