Pictures in attachments, the green what looks like a wire is broken off, or could it be normal? Probably not.
This connector is located right below the LDS tank, so maybe it goes to the hydraulic pump?
The car is C5 2012
Anyone know why there's only 1 wire connected?

I can't see from the photo clearly which connector this is, but the Power Steering Electric Pump Assembly has 2 connectors:
A 2 Pin and a 5 Pin (of which only 3 are connected)
The 2 Pin has an earth (pin 2) and the power (pin 1)
The 5 Pin has High Intersystem CAN on pin 1, Low Intersystem CAN on pin 2 and supply from the engine fusebox on pin 3

Please Don't PM Me For Technical Help

It's a trigger signal to "excite" the motor on the pump. AFIK a constant 12v is supplied by the relay, and the pump 9nly runs on demand from the ECU, which sends a signal down that wire to make the motor run. A bit like the ignition live on the side of an alternator.
