1999 xantia aircon not working

the air is not working but i dont think its the gas , as when i switch it on there is not the pull on the engine and no click and the engine fan i dont comes on , however the lamp on the switch comes on .
i have checked all the fuses in the car and engine bay unless there are any i dont know about , and unless there is no gas in the system but !!![:(]

if there is no gas or low gas pressure in the system a cut out switch prevents the compressor engaging for safery reasons.id get the gas pressure checked first.
