AX caliper which way round is correct?

My brake caliper has become seized, never able to release they are completed lock. I bought this caliper pins kit, and I want to make sure which side is the right inner or outer calipers, the both top and bottom of the pin have different size from the line to end of pin.
I found there was water leaking in and the pins became rusty because there weren't any rubber rings! I don't know how long it has been without the rubber rings.
