TZD No voltage at cooling fan circuit

Whilst sitting in traffic my TZD got up to 100 degrees, no sign of any fans coming on? I have inspected the circuit and do not get any voltage at the radiator temp switch or at the aluminium voltage controller thing, fuse ok,where does the relay live?

leftmost relay in fuse/junction box. May be swapped with neighbour relay (window winder), or one of the 2 rightmost relays if fitted.
- or relay contact pins simply bridged by a jumper cable /2 male spades.
NOTE : Circuit fused by fuse F4 30Amp.
