Strut Mounting Failure

Guys,
Over here in the lower hemisphere there is a concern on the struts mountings of Xantia's.This might be old debate but I would appreciate if you settle some debates between some us fellas here. It is said that there is a new version of strut mountings that are manufactured 1998 onwards are designed in such a way that if the rubber part of the mounting breaks the strut are prevented from crashing through the bonnet.[?]

I've seen a NZ goverment-issued notice to this effect; can't remember the link off the top of my head, though...perhaps AlanS or Shane will know?

http://www.ltsa.govt.nz/publications/in ... 00310.html is an NZ advice to testers but it doesn't offer a solution!
