At weekend had to get recovered by the AA (5 hour wait). On main road, 45mph coming down incline and engine cut out. Noticed engine braking so dropped into lower gear and released clutch, failed to restart so crawled to stop at side of road. Engine doesn't turn over just get fast whine. Will link to video with sound. Wonder if anyone has any ideas

Hard to say without any fault codes. If you get any of these pop them up along with the VIN.

Can you pop the timing belt cover off a little to check the belt is still on?

Certainly sounds like a timing belt problem.
Is it overdue for replacement?

There are 2 bolts holding the upper timing belt cover to the block, front and back. Undo them and pull the cover straight up.
See if the timing belt is there and intact.
If so turn the engine over and see if the camshaft sprocket rotates.
