Anybody know what this is?
It might not even be by my car, but my mrs said this was underneath. Looks like a coupling, with a quick release catch.

It looks like something you attach to a hose, like the mixer tap to hose connection

The serrated edge looks like it is a simple ratchet system, pivoting on the round (not so) hole.
