On the way out of Monmouth yesterday these bikers all in black and on black bikes roared past from the opposite direction blue lights flashing. Not a good picture but the best I could get from my dashcam.

Emergency Vehicles, or vehicles used for “special forces purposes” are the only ones entitled to have blue flashing lights.

Restrictions on fitting blue warning beacons, special warning lamps and similar devices
16. No vehicle, other than an emergency vehicle or a vehicle used for special forces purposes, shall be fitted with–

(a)a blue warning beacon or special warning lamp, or
(b)a device which resembles a blue warning beacon or a special warning lamp, whether the same is in working order or not.

I wondered if they were some special department maybe the bomb squad or such. Never seen anything like them before all in black with black bikes, they were certainly in a hurry heading toward Monmouth.

An emergency vehicle is classed as a vehicle used:

for police purposes (but not necessarily a police vehicle, e.g. search and rescue)
for firefighting purposes (but not necessarily a fire brigade vehicle) including local councils and the Forestry Commission as well as fire salvage work
for ambulance purposes (but not necessarily an ambulance vehicle, e.g. cave rescue) including the movement of sick, injured or disabled people and for moving human organs
for bomb disposal
for nuclear accidents
for mountain rescue
by the Royal Air Force Armament Support Unit
by the National Blood Service
by HM Coastguard
for mine rescue
by the RNLI for launching lifeboats
by HM Revenue and Customs for serious crime
by the military special forces (e.g. the SAS) for a national security emergency
