Peugeot partner , just cut out on tickover diagnostic showed under bonnet fuse box faulty and not sending power to ECU , so changed it for one with identical numbers and still won't start ,! But diagnostic now says starting not allowed can anyone give me a clue what's wrong many thanks

What did you change the engine ECU or the engine fuse box?

If the engine fusebox, depending on your model, the engine fusebox will need to be configured if you have a AEE2010 multiplexed electrical architecture. So if you haven't done that it may be the reason.
