I measured the voltages at the plug that goes into the fan, please see attached file for results.
The results surprised me as I expected the fan to run top speed at 12v and then see reduced voltages as I set fan speed controller to lower speed settings.
I'd also add that when it was on the workbench (sounds grand, I mean top of my freezer really) the fan spun happily when I put 6v and 12v into it.
So :
a) are these results as expected?
b) if not what is the most likely cause?

The volt varies from 0 to 12 volts when fan is running correctly, this controlled by the blower module. If this fails the blower will not work correctly.
As to where the module is on your particular model I don't know but this common and a search on the forum should bring back a result.
Other members with C4's will be able to confirm this.
