Let me introduce myself, I am Brett Melancon with a recently acquired 1995 Mega. It is at the port of Baltimore right now and we are having problems getting it to start. As it came off of the ship, The battery was dead so i jump started it and it was out of fuel. I got it started and then after a few notices at idle, it sputtered and died. I decided that it is likely out of fuel as the gauge light was on and the needle below empty.
We added about 4 gallons and tried to start it. It will not start now and seems to not be getting fuel. I suspect it could be a bad fuel pump but wanted to pick your brains about the car before I jump to any conclusions. Is there anything you can think of that might be preventing it from starting? Maybe a hidden fuse somewhere? I checked the fuses in the panel and they seemed ok.
I am hoping you can shed some light on this. I plan to go back Monday with a new battery and some ideas. Do you know what fuel pressure it needs to run? I may install an online pump and see what happens. Are there any common issues with the fuel system? Remember, the battery was low on charge. Would that cause the ECU to not give a proper signal?
The car did start so I know it runs. It just sputtered out when the tank went dry. Any ideas are welcome. Thank you.

I wonder if there is some 'crud' blocking the fuel pickup? Normally this crud (which would build up over time) would not be a problem, but if a car runs out of fuel the crud is then sucked into the pickup.

Re: 1995 Mega Citroen AX in United State fuel problem
Shipping used cars into the US requires them to be 'dry' so the shipper will have drained all the fuel before it was loaded on board. They also have to be steam washed underneath to avoid UK mud contaminating/endangering the US farmland.
