The full fault code would be preferable, but from what you have posted it sounds like there is a fault in the signal from the accelerator pedal. It has 2 tracks from which the data is compared to each, to ensure the information is consistent when being sent to the engine ECU.
The 'hard point' is the programmed position when kicking down hard on the accelerator pedal and is used to override the speed limiter (if set) in an emergency when you need to bypass it. It can also be the kick down position for an automatic (where fitted).
So it may be a fault with the wiring or the accelerator pedal itself.

Yes, because the engine ECU uses the information for many reasons, including the ESP ECU which uses the info to determine the power requested against what the wheel speed sensors are feeding back from the wheels (road conditions) as well as input from the steering wheel angle sensor, the brakes and the accelerometer and yaw sensors. All these are part of the stability control system and work together to keep the vehicle on course as to were the driver wants it to go.
