Citroen C4 2010 1.6 THP Engine STOP Coolant Temperature to high

Even the Engine is ice cold i get the message Stop Engine Temperature to high
The fan is working at max speed even i switch the ignition off it turns for another 5 minutes.
First i thought its the temperature Sensor and I replace the thermostat housing with the 2 Sensors.
And I changed the Fan resistance Box too.
It did not Change anything.
If I read the car with a computer it shows the default code P0117 Temperature Sensor Voltage
Also the Temperature in the database shows sometimes 141 Degrees and sometimes 250 Degrees. ( That explains why the fan is always working)
I checked some of the cables but i did not found some broken cable or anything.
Maybe if i had an electrical plan it would help me out to search on.

It seems likely that the problem should be in the ECU or wiring. Are the other engine sensors showing sensible values in diagnostics? Maybe a problem with the 5V supply in the ECU that supplies the sensors?

The Sensors get 14.8 Volt while the Engine is running
I think thats too much but is it a broken cable or the ECU?
I can only check the cables if i can get a wiring plan.
