2006 2.0jtd 100kW fuel pump relay clicking, engine doesn't start

I have the following problems my Ulysse (sorry I know it is not a Peugeot, but it s 100% identical to 807 or Citroen C8 and in Fiat forums they have no clue about it, coz basically it is not a Fiat)
With ignition ON, the fuel pump relay is keep on clicking, turning on and off continuously (the 'last' relay in the box, which is usually broken as far I know)
So the output is jumping between 0-12V
I replaced the fusebox BSM module (L-005 series) but the problem is exactly the same.
No fuel pump noise from the tank at all.
Immobilizer key symbol in the dashboard is not lighting up for a short time, but the remote opens and closes the locks.

What can it be?
Please help!
